Plaintiff Wayne Keith Sparling and a companion were arrested without a warrant in the village of Ladd in Bureau County, Illinois, by two undercover police officers from the city of La Salle, Illinois. Both arrestees were charged with possession and delivery of cannabis as the result of a transaction which occurred in the officers' presence, and both were taken first to the Ladd jail...
