On April 14, 1976, plaintiff, Margaret Cooper, filed a claim against her former employer, the University of Michigan, for unemployment benefits. On May 12, 1976, the Michigan Employment Security Commission (MESC) made a determination that the plaintiff was not entitled to unemployment benefits.
