On November 27, 1979, appellant Quentin Ira Lincoln, an Indian, was charged by grand jury indictment with the murder of Julie Robertson within the boundaries of the Devils Lake Sioux Indian Reservation in violation of 18 U.S.C. §§ 1153 and 1111.
