Defendants Alois Luhr, Mack A. Mathis, Charles Rodgers, Anthony J. Bertucci Construction Company (Bertucci Co.), and Luhr Brothers, Inc. (Luhr Bros.)1 appeal multiple convictions of mail fraud, 18 U.S.C. § 1341,2 and of making false statements to a federal agency, 18 U.S.C. § 1001.
