In this case, plaintiff, Howard Savings and Loan Association ("Howard"), seeks declaratory relief to set aside a resolution of defendant, the Federal Home Loan Bank Board ("FHLBB" or "Board"), which approved the application of St. Paul Federal Savings and Loan Association ("St. Paul Federal") to open a branch banking facility at or near the intersection of Howard Street and Western Avenue in Chicago, Illinois....
