This case is a federal tort claim arising out of the rape of plaintiff. Plaintiff alleges that defendant, through its agency the Job Corps, was negligent in the supervising and handling of the rapist, Jeffery Culton. Culton, after resigning from the Job Corps Center at Box Elder, South Dakota, was dropped off in Rapid City, South Dakota, to await transportation to his home in Wichita, Kansas.
