Columbia County seeks review of an order of the Land Conservation and Development Commission (LCDC) issued pursuant to ORS 197.320. We affirm.

The county was required by ORS 197.250 to adopt a comprehensive plan and the necessary implementing ordinances in compliance with statewide planning goals by January, 1976.
