Appellant is the personal representative of the estate of her deceased husband Chauncey Whitt, former employee of the District of Columbia. She alleged in her complaint that the District owed the estate back pay for work Mr. Whitt had performed while "detailed" to a position with a higher grade level than the one to which he was originally appointed.
