OPINION

MOWBRAY, Chief Justice:

In this action, sounding both in inverse condemnation and in tort, the district court found that the County of Clark and the Clark County Flood Control District (hereinafter collectively referred to as "the County"), had, by acting in conjunction with various private parties,1 caused large amounts of water to be cast upon the property of the Powers, the Wallaces, and the Lowes.
