Appellant, James E. Swilley, is a teacher employed by the Mobile County School System in Alabama. He is also President of the Mobile Federation of Teachers, AFL-CIO, Local 777. On July 27, 1977, acting in his capacity as union President, Swilley informed the School Board, in closed session, about an unnamed school principal whose alleged conduct had exposed children to the risk of serious physical harm.
