This is an appeal from the dismissal of an individual action alleging a racially discriminatory refusal to hire. For the reasons set out below, we affirm the dismissal of all claims except those against the Personnel Board arising under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (1976).
