This action involves a United States grand jury investigation to determine whether 18 U.S.C. § 1163 (embezzlement and theft from Indian tribal organizations) has been violated. In its investigation the grand jury has subpoenaed records of tribal expenditures relating to the Blackfeet Hardship Give-Away Program.
