Robert Vernon Bruce, proceeding pro se, brought this action seeking damages for the allegedly illegal release of his military personnel and medical records to the Criminal District Court of Dallas County, Texas. The district court1 dismissed the complaint for lack of jurisdiction and failure to state a claim. We affirm.
