The plaintiffs are the owners of a dwelling which was located on West Beach Boulevard in Gulf Shores, Alabama. On September 12, 1979, the dwelling was totally destroyed by Hurricane Frederic. Prior to the destruction of this dwelling, the plaintiffs were issued a policy of flood insurance by the National Flood Insurance Program.
