Plaintiff, William Charles Washington, Jr. (Washington), by his next friend, Jeanette Washington, brought this suit against five defendants, all City of Houston employees. Washington, an alleged non compos mentis, was convicted and jailed after pleading guilty to six municipal charges, four of which were charges against other individuals with similar but not identical, names. Plaintiff alleged that each defendant was guilty of false imprisonment...
