The People appeal a judgment entered against the Jefferson County Department of Social Services, denying a motion for relief from judgment. We affirm.

On October 12, 1978, parents J.B.P. and C.P. filed a petition pursuant to § 19-4-101, et seq., C.R.S.1973 (1978 Cum.Supp.), to relinquish all of their rights and obligations with respect to their child, T.M.P.
