BROCK, Chief Justice.

This action involves the dismissal of Frances Marie Williams, a teacher with permanent tenure, who had taught kindergarten in the Rutherford County School System for six years. Charges of inefficiency and insubordination were brought against Mrs. Williams by Mr. David Young, the principal at Rockvale Elementary School. After a statutory hearing the Rutherford County Board of Education voted to support the principal's charges...
