The defendants in this expropriation suit, Vivian E. Champagne and Wallace R. Ellender, Jr., are the owners of contiguous tracts of land in Terrebonne Parish. In addition, Ellender holds a recorded agricultural lease on the Champagne property. The state, through the Department of Highways (now known as the Department of Transportation and Development), expropriated portions of both pieces of property under the provisions of R.S. 48:441-60.
