Defendant State Highway Commission issued to plaintiff Hen House Interstate, Inc., its "Notice to Remove Outdoor Advertising", afterwards denying a request for an administrative hearing on the ground that the request was untimely filed. Upon this judicial review action, the circuit court affirmed the order of the Highway Commission. From the circuit court judgment an appeal has been taken to this court.
