CORNISH, Presiding Judge:

The central question in this proceeding is whether a person under the age of 18 at the time of the commission of a crime, who subsequently is charged with that crime after reaching majority, is subject to certification under the statute in effect at the time of the crime or the one in effect on the date the charge is filed. A first degree murder charge was filed against the appellant on October 19, 1979, for an alleged murder...
