This is an appeal from an injunction prohibiting overcrowding of pretrial detainees at the Milwaukee County Jail and requiring that they be allowed contact visitation with family members. After the case had been briefed and orally argued, we postponed our ruling to await the decision of the Supreme Court in Bell v. Wolfish, 441 U.S. 520, 99 S.Ct. 1861, 60 L.Ed.2d 447 (1979).
