This civil appeal arises out of defendant David E. Morton's conviction on five counts of interstate transportation of stolen motor vehicles, United States v. Morton, 591 F.2d 483 (8th Cir.), cert. denied, 441 U.S. 950, 99 S.Ct. 2177, 60 L.Ed.2d 1054 (1979). He was sentenced to prison and fined a total of $5,000. James M.
