HILL, Justice.

Towne Hill Water Company appeals from an order of the Public Service Board which granted the Company only a portion of a requested rate increase. The Board has certified the following questions:

1. Did the Board err, on the record or on the law, in allowing petitioner $9,730 in annual revenues? 2. Did the Board err in its valuation of rate base?

The Company contends only that the Board erred in determining its rate base....
