This is a petition for review of a decision of the District of Columbia Superintendent of Insurance, denying petitioner's application for licensure as a life insurance solicitor pursuant to D.C.Code 1973, § 35-425. That section in pertinent part provides that "the superintendent of insurance [must be] reasonably satisfied that an applicant is a trustworthy person" before he may grant such person a license to solicit insurance in the District...
