RULING ON DEFENDANT STATE'S ATTORNEYS' MOTION TO DISMISS

EGINTON, District Judge.

On the evening of November 18, 1978, the New Haven police arrested plaintiffs Matthew Halpern and Joel Peskin who were peddling T-shirts outside the New Haven Coliseum. The plaintiffs allege that they were licensed to conduct such activity at the time they were arrested. Plaintiffs were booked, photographed, fingerprinted and jailed over night on a charge of criminal trespass...
