WEISBERGER, Justice.

This case comes before us on appeal from a judgment of the Superior Court dismissing the plaintiffs' action for declaratory and injunctive relief. The judgment indicates by its terms that the grounds for dismissal were: (1) lack of jurisdiction of the subject matter; (2) plaintiffs' lack of standing to raise the issue on which the complaint was based; and (3) failure to state a cause of action upon which relief can be granted...
