This is an appeal by petitioner from a final order of the Builder's Board awarding damages to respondents pursuant to ORS 701.085(1)(c)1 and ORS 701.145.2

In April, 1977, the Buchanans entered into an earnest money agreement to purchase a "spec" home being built by petitioner on property owned by petitioner. On July 26, 1977, the home was completed and on the same day the Buchanans inspected...
