Appellant Manoj Manilal Sanghavi is a native and citizen of India who last entered the United States in December 1973 as a nonimmigrant student with authority to remain in this country until June 30, 1975. Sanghavi concedes deportability but asserts that the Immigration and Naturalization Service (the "Service") improperly rejected his application for permanent residency on account of his eligibility for investor status under the Service...
