On April 20, 1975, the plaintiff, Henry D. Maddan, was seriously injured when the car he was driving in a westerly direction on State Route 98 near Pekin crossed over the eastbound traffic lane and struck a metal guardrail located on the south shoulder 1 1/2 feet from the edge of the paved portion of the highway.
