HALL, Justice:

Defendant appeals his jury conviction of one count of possession of a controlled substance (heroin) with intent to distribute for value, and another count of the same offense (involving possession of cocaine).1

On October 12, 1978, defendant was driving north on U.S. Highway 6 between Green River, Utah, and Price, Utah, when he was observed by Utah Highway Patrolman Steven Rapich to be exceeding the speed limit....
