In February 1978, an amended petition alleging that P. M., then almost seven years old, was a dependent and neglected child was filed in Pennington County. The child's mother, A. M., appeared with counsel, and at the request of the State, counsel was appointed to represent the child. No appearance was made by the natural father, R. J.
