Baxter Shields in this Original Proceeding seeks a Writ of Mandamus to require the State Republican Executive Committee to place his name upon the ballot in the Republican Primary as a candidate for State Representative of District 71 of the Texas Legislature. Relator chose to qualify as a candidate by filing a nominating petition rather than paying a filing fee. The State committee had a serious question as to whether the petition complied...
