On June 23, 1980, this court granted defendants' motion for summary judgment with respect to plaintiffs' claims based upon allegations that Defendant York Housing Authority's (YHA) "indebtedness" policy violated the U. S. Housing Act and federal regulations governing Section 8 programs; that HUD's approval of YHA's "indebtedness" policy constituted improper rulemaking; and that YHA's "indebtedness" policy violated plaintiffs...
