This is an appeal from a declaratory judgment rendered by the Circuit Court of St. Charles County which decreed that the Wentzville Union, the St. Peters Courier-Post and the St. Louis Post-Dispatch are all qualified to publish legal notices under § 493.0501 for St. Charles County.
