PER CURIAM:
A federal employee appeals from summary judgment dismissing his Title VII suit in which he alleged certain racially discriminatory practices. Section 717 of the Equal Employment Opportunity Act (1972), 42 U.S.C. § 2000e-16. In granting summary judgment, the district court essentially held that the plaintiff had failed to exhaust his administrative remedies.
