Plaintiff, Brush Wellman, Inc. (hereafter Brush), filed this action against the United States Department of Labor (hereafter D.O.L.) and several other defendants1 pursuant to the Freedom of Information Act (hereafter F.O.I.A.), 5 U.S.C. § 552.
