Petitioner was licensed to carry a pistol and had in his possession $5,000 in cash when, on April 20, 1978, an incident occurred in the Town of Clifton, Saratoga County, wherein he displayed a pistol to one Richard Ahnert, and, as a result, a complaint was made to the Saratoga County Sheriff's department.
