Having discovered through harsh experience the truth in Poor Richard's observation that "[w]hen the well's dry, we know the worth of water," B. Franklin, Poor Richard's Almanac (1746), Howard R. and Sharon L. Fricke, respondents here, instituted this action in the District Court of Maryland to recover from petitioner Loch Hill Construction Company, Inc., the cost of another well to supply their new home with water...
