Mr. Sargent appeals his discharge as a teacher in the Selah School District.

Mr. Sargent has been a teacher with the Selah School District (the District) for the past 12 years. On April 18, 1978, he received a notice of probable cause for his discharge. This action was precipitated by an incident in which Mr. Sargent tipped or kicked the leg of a student's chair, resulting in the student falling backwards...
