The issue is whether the Washtenaw Circuit Court reversibly erred in ordering the City of Saline to permit hookups of structures located outside the city's corporate limits to an available Saline sewer system when the structures' defective septic tanks were causing raw sewage to flow into a Washtenaw County drain resulting in a public health hazard.
