MANOS, District Judge.

The plaintiff, Olena Randle, was arrested at 1:00 a. m. on August 25, 1976, by Officer Guyton and Officer Gokey of the East Cleveland Police Department for allegedly obstructing their efforts to arrest a tenant residing in an apartment owned by Mrs. Randle. Officer Guyton subsequently filed a criminal complaint against Mrs. Randle; after a trial before a jury, she was found not guilty of obstructing the tenant...
