OPINION BY JUDGE CRAIG, August 13, 1979:

This is an appeal by the Department of General Services of the Commonwealth of Pennsylvania (condemnor) from an order of the Court of Common Pleas of Lebanon County denying condemnor's motion for a new trial. We affirm the lower court.
