On February 21, 1974, Nancy Ramos De Jesus sustained severe injuries when she fell from the balcony of her parents' third-floor apartment in Llorens Torres, a San Juan housing project owned and operated by the Corporacion de Renovacion Urbana Y Vivienda (CRUV), a Puerto Rican public housing authority.
