Petitioner, appointed as a State trooper in 1964, began to experience mental depression in 1975. Later that year, he placed himself on half-pay sick leave, and applied to the State Comptroller for disability retirement. On March 4, 1976, the Comptroller determined that petitioner was physically incapacitated for the performance of his duty as a State trooper, and accepted his application for disability retirement.
