The parents of Theron Sturgess and the parents of Bryan Pendegraft applied to the Board of Directors of South Callaway R-II School District (hereafter referred to as "the Board") for reassignment of these two children to the Fulton School District under the authority of Section 167.121.1 The Board declined to make either reassignment. The parents, on behalf of themselves and as next friend of their respective children...
