The determinative issue in this appeal is whether defendants-appellees are "major utility facilities" subject to the reporting requirements of R. C. 1551.17 (B).1 Appellees contend they are exempt from the obligation to furnish ten-year forecasts to the DOE because they are "natural gas transmission lines over which an agency of the United States has exclusive jurisdiction."2
