After appellant had performed certain construction work pursuant to a contract with the State of New York, the contract was declared void for failure of the State to comply with statutory bidding requirements. The State directed appellant to finish the construction and then refused to pay. To remedy this inequity, legislation (L 1977, ch 101) was enacted to provide for payment to appellant for the work.
