Appellant, Willie Frank Biggs, appeals his sentence after pleading guilty to the crime of distribution of heroin in violation of 21 U.S.C. § 841(a)(1), an offense carrying a maximum sentence of 15 years imprisonment, a fine of $25,000, or both, 21 U.S.C. § 841(b)(1)(A). Pursuant to 18 U.S.C. § 4252, the district court ordered Biggs committed to the custody of the Attorney General to determine whether he is an "addict" within the meaning...
