In this action plaintiffs challenge the administration of the federal Comprehensive Employment and Training Act (CETA), 29 U.S.C. §§ 801-992, in the State of Vermont. The plaintiffs, workers who have been or are now employed in CETA-funded jobs, have requested class certification under Fed.R.Civ.P. 23(a) and (b)(2).
