Manuela G. Hernandez was a maid at the Laughlin Air Force Base in Texas. On August 31, 1971, while she was working, she fell and was injured. She was given emergency treatment at the base and then cared for by a private physician. She did not return to work for more than a month, and when she did return, she complained of neck pain and blurred vision.
